755 Issuance of a sketch-project for modification of a land property

  • Geodesy, Cartography and Cadastre Agency (GCCA) issues an official document - a sketch-project for amendment of land property, certifying to all administrative, judicial bodies and persons with public functions that in the approved current cadastral map and cadastral registers there is an approved project for amendment of the land property., as well as the way in which the data in the cadastral map and the cadastral registers will be changed.

The service is provided electronically:

1. Through the Cadastral-Administrative Information System (KAIS).

To request the service electronically you must have a registration in the Cadastral-Administrative Information System (КAIS).

There are two ways of electronic application for registered users in CAIS:

- WITHOUT electronic signature, as the final result can be obtained at the counter or by courier service at the expense of the applicant;

- With a qualified electronic signature - if the application is signed with an electronic signature, it is possible that the final result will be obtained in the form of an electronic document in the personal profile.

Requirements, procedures, instructions

Form and manner of requesting the service

The application is submitted:

- Through the web portal for electronic services - KAIS (registration in the portal is required);

- With an application at RGCCAO / application is submitted to the selected regional geodesy, cartography and cadaster office (RGCCAO) selected by the applicant, regardless of the location of the real estate. When ordering a service at the DESK, the application is filled in electronically by an employee of RGCCAO - no pre-filled application is required.

If the application has shortcomings (lack of legal interest on the part of the applicant; no data on the fee paid, etc.), the administrative body notifies the applicant with instructions to eliminate the shortcoming within 14 days (Article 19, paragraph 2 of the Ordinance). № RD-02-20-4 / 11.10.2016 for providing services from the cadastral map and cadastral registers). The period for ruling shall run from the date of elimination of the irregularities.

Necessary documents

- Number of certificate for accepted project for amendment of the cadastral map and cadastral registers or name of the applicant;

- Document for ownership or other real right - is presented, if it is not registered in the registry office and / or for it no property account has been created with an identifier by the order of CPRA;

- Certificate of civil status or a copy of a civil status certificate - in cases where the property is a matrimonial property community, and the title deed indicates only one of the spouses;

- Certificate of identity of persons with different names - if necessary;

- Document proving legal interest in requesting the service - in the absence of a document of ownership or other real right;

- Certificate for heirs - the application is submitted by an heir;

- Power of attorney - in cases of authorization;

- Document / data for paid fee.

Form and manner of providing the service

A sketch-project for modification of a land property is issued, as:

Electronic document in PDF format;

Paper document.

The draft project can be obtained from the applicant - the interested person, from a person authorized by him or from a third party specified in the application. It is transmitted to the user of the service in the way chosen in the application:

- on the spot, in the office for central administrative service;

- by courier service at the expense of the applicant;

- in the profile of a registered user in KAIS - portal, as an electronic document;

- through SЕSS.

Payment

A fixed fee is paid for the service depending on the type:

For ordinary service BGN 20

For fast service BGN 40

The fee is per property.

In case the service is requested and received electronically (requested with a qualified electronic signature), the service fee is reduced by 30%.

The service fee is prepaid. The term for performance of the service starts running after payment of the due state fee.
