The Unifi cation in 1885 is the act by which Eastern Rumelia seceded from the
Ottoman Empire and united with the Principality of Bulgaria contrary to the deci-
sions of the Great Powers of the Berlin Congress.
The National Assembly adopts the Urban Municipalities Act. Each town munici-
pality supports the necessary employees on the technical part to adjust the street
regulation and urban development.
With Decree No. 117, Prince Alexander I approved the Rural Municipalities Act.
It is opening the Sofia University, with various departments and specialities, among
which the Department of Geography that contributes to the development, not
only of geography, but of the cartography and the land surveying as well.
On December 27, 1891, by the Decree No. 176 of Prince Ferdinand I, was estab-
lished the First Topographical Division of the General Staff (GS) of the Ministry
of Defence.
In Bulgaria in 1892 was issued the first printed edition of field surveying, “Guide
to Reading Plans” written by Lieutenant Hristo Selveliev, according to the Mili-
tary Office order.
The National Assembly adopts the first Urban Development Act.
With a decree of Prince Ferdinand I, the Cartographic-Topographic Division at
the Army Headquarters received the rank of an independent institution and was
renamed to the Military-Cartographic Institute at the Army Headquarters.
On September 22, 1908, in Turnovo was proclaimed the Independence of Bul-
garia. With this act, the Bulgarian state rejects its political and financial depend-
ence on the Ottoman Empire imposed by the major European states under the
Treaty of Berlin, and Bulgarian prince accepts the title “tsar”.
In 1908, the Cadastre Act voted by the National Assembly was published.
The first professor in geodesy Yordan Davidov Kovachev, compiled also the
first textbooks for higher education institutions by speciality “geodesy”-”Geodesy”
and “Fundamentals of Higher geodesy” in 1932.
In 1926 began the activities related to land consolidation. The first land consol-
idation plan was made for the agricultural area of the village of Ovcha Mogila,
Svishtov County (1928). The process continues until 1946. Simultaneously with
the land consolidation plans, were created a number of field plans and cadastral
plans for land irrigation cooperatives. All plans were made after the establishment
of the geodetic base.
The training of topographic and photogram-metric shooting and cartographic pro-
cessing in topographic schools and photogram-metric courses began.
The mapping of the country was started to create a map in M 1: 25 000. The meth-
ods are constantly being improved, gradually stereo-photogram-metric replacing
the other methods. The mapping is done with the Wild autograph.
An area of 111,000 sq. km has been taken, of which 20% plane table (menzule)
survey, 17% - terrestrial - photogram-metric, 37% - contour - combined and 26%
stereo-photometry.
